1、 General requirements

（1） We will adhere to market-oriented, government led, accelerate innovation driven, promote production and use combination, focus on the upstream and downstream key links of photovoltaic glass, battery, module, inverter and other industrial chains, adhere to the development of local characteristics, leading the development of agglomeration, green development of intelligent manufacturing, and accelerate the promotion of quality and efficiency of photovoltaic industry in our province, We will vigorously improve the basic capacity of industry and the modernization level of industrial chain, and realize the high-quality development of photovoltaic industry in the province.

（2） By 2023, the provincial photovoltaic industry technology level and innovation capacity will be further improved, the industrial scale will be up to a new level, the industrial system will be more perfect, a number of key projects with good economic benefits and strong driving force will be built, more than 5 enterprises with outstanding innovation capacity and international competitiveness will be cultivated and expanded, and a number of upstream and downstream supporting enterprises will be led, We will promote the implementation of a number of application demonstration of the characteristic industries that can be popularized and replicable, strive to make the capacity of solar cells and components of the province exceed 80gw, maintain the national leading production, double the operating income "in three years", and realize the output value of industrial chain of 150billion yuan, and build our province into a new highland of green energy industry development with remarkable agglomeration effect, complete coordination and outstanding international competitiveness.

2、 Key tasks

（1） Improve the ability of industrial innovation.

Accelerate the promotion of technological innovation and research and development. Improve the supply level of materials in photovoltaic industry. We will develop photovoltaic glass orderly and healthily, focusing on the development of ultra thin photovoltaic glass cover plate (back plate) and high temperature glass substrate for solar cells. Strengthen the production capacity of high efficiency battery components. Improve the manufacturing level of intelligent inverter and supporting equipment. Strengthen the layout of energy storage battery products.
